Rusty Wrought Iron rail

I have a power drill with wire brushes preparing my rusty wrought iron hand rail to paint. How much old paint do I have to remove? I am getting it so I can run my hands over and not feel any lumps and rough spots. Is that adequate? Then tomorrow will brush on that stop-rust paint. Can't think of the brand name. Rust-O-?
