Cotton balls on my Anna Apple Tree?

I noticed this white fluffy-looking stuff on my little Anna apple tree. It looks cottony. I don't know if it is animal, mineral, or vegetable. :)

It certainly looks like something I have to get rid of though. Can anyone help identify what this is? Thank you.
