Why is my honeysuckle not growing well

Why is my honeysuckle not growing well & has yellowish mainly yellow edged leaves. It's a dutch form I think with red flowers but it's not happy. It's hardly grown in two years. it's fed & watered. What am I doing wrong?

I've had honeysuckles that have sulked for a couple of years and then taken off to make good plants. The yellowing points to something being not right. Over/under watering or a mineral deficiency possibly.
They like to have their roots in a cool run in shade and their heads in the sun.

Sorry I can't be more positive - perhaps someone else will come up with something.......

Thanks Philomel, it's roots are in shade heads not quite in the sun yet...at this rate they'll never get there :(
I wondered about mineral deficiency so gave it some seaweed extract - no difference after 3 weeks. Then I sprayed the foliage & watered in some seqestered iron no joy.
My neighbour thinks it's just sulking too & to ignore it for a year or so
