Could this be mouse problems?

Sometimes when I try to spot the cursor it jumps around everywhere except where I want it. It may do this for a little while and then go back to normal or it may go on constantly until I get so aggravated that I shut the whole thing down. It seems like it is moving ok and then suddenly it takes a jump. Also when I am scrolling down the page, sometimes it will take off and scroll to the bottom of the page and nothing I do stops it. Sometimes, I could easily pitch this thing out in the yard. LOL Any suggestions would be appreciated.
