Resources

I have never been clear about resources, what uses them and what doesn't. I now have 12 icons in my lower task bar next to the time. Do these use much resources? Is it programs that use up the resources? On the left side of the task bar I have only three icons. Would like some clarification or a web site that does explain it. I am down to 21% right now while on line. It has been much higher in the past. I have two hard drives now, does the 21% include both? I don't put a lot on the second drive.
