w2000pro, fat32 partition, NOT nfts

I have a work pc that needs to have win2000pro reinstalled, but it needs to use a fat32 partition, NOT ntfs. We want it to run with fat32, because of an ms-dos program that strongly disagrees with ntfs.

Everytime I try to reinstall with the win2000 disk, it identifies that the previous setup used fat32, and proceeds to automatically "update" to ntfs. I have read microsoft websites, and while ntfs may be better in their minds, it doesn't serve our purpose.

Big question, I know.... can anybody help?
