Poor Connection rates...

Hi,

I have always had good connection rates until about a month ago. Got really bad. Have the old fashioned phone line, nothing fancy in my part of the state. Okay, to make this story as short as possible, I went through a bad time. Finally, my server told me that they thought my modem was bad. Well, since my computer was four years old, I just bought a new one. I had no problems with connections for over a week with the new computer and four days ago I started getting very low rates again. I was used to 46,000 + and now I'm getting 12,000 up to 26,000. Does anyone have any ideas what might be going on here?
