I have tried to root a piece of the Chelian Jasmine but it didn't take. I used a rooting medium and a good soilless mix so what happened????

Wind, they are hard to root, try layering it, or air layering.

but what is the difference between layering and air layering?

Layering: take a piece of stem, scratch or injure the plant at a leaf node, lay the stem against the soil, pin down, cover with more soil, when rooted, cut from mother plant. Air layering: make a diagonal cut halfway thru the stem, wrap in wet sphagnum moss, wrap with plastic, when roots show, cut from mother plant.
Layering the part that you want to root is touching soil, air layering is used when the stem can't be put against the soil. Hope that makes sense.
