Can anyone tell me what debugging is, why I need a debugger, and is there a web-site which explains what I do with it?

I keep getting pop-ups, telling me that the debugger can be started, and always clicked on close, and everything was ok.
Today I clicked on open, and it opened a page, of which I know absolutely nothing, but when I closed the page, it closed AOL down as well.

What is this thing, can I just kick it off my system, do I REALLY need it??

I'll be forever grateful for any help whatsoever.
