I'm betting it is Mrs. N. Thompson. Wide bluish purple flowers with a dark red band running up the center line of each sepal are very attractive. A compact plant ideal for small gardens or for growing in containers. Page 81 in Clematis for all Seasons by John Feltwell.

Mrs N Thompson has broader sepals than this, making the flower generally rounder and less starlike. I think its Marcel Moser poppytree.
