Spittle bugs?

Okay, don't laugh. I'm not sure if that is what it/they are called or if that is a cartoon character! LOL What I am talking about is the white foamy stuff that looks like spit on plants. I cannot remember what it is or if it is harmful, but I am seeing a bit of it this year. Anyone got any thoughts?

If you hose off the plants, the "spit" is washed off them and they sunburn and die.

Badseed, my DH is a blonde, too (*grin*) - he calls the residue "devil spit" - and he's none too happy about having stuck his hand in/on it.
