Health of month old Pups

Gulfport, MS(Zone 8a)

We became the parents of 5 puppies 3/30.
2 of the puppies somehow got this netting tangled up in their cords, which, when it dried the pups were connected and unable to move. we had to jack up the shed, using all means know to man to retrieve them.
when we pulled them out, they were so cold. i honestly did not think they would survive, but somehow they did.
ive been noticing this crusty looking stuff on their paws and thought that maybe it was just dirt. now the crust is coming off and it looks like mange. is it possible for puppies this young to get it? how do you treat it? will they survive?
1 has it on the tail, another also has a blister form on its mouth. other than that, they are both robust eaters and socialable.
