Something is eating the tops off my seedlings. Try as I might I can't seem to catch them in action. The only thing I have to go on is something that looks like soap bubbles in the pots of the plants they've chomped. Is this slugs?

Slugs?
sounds like Spittle Bugs, at least leaving their trademark. Only thing is I don't believe they are eating your leaves. There are many articles on these little critters, but they are sucking insects not chewing.
