2002, Why don't we have free market farming?

Farming has been around since just about the time dirt was invented, so in the year 2002 why don't we have free enterprise in farming? Why is there still government pay-outs,etc. Why do farmers and livestock owners have to go and beg for government hand-outs? What would happen if government pay-outs were to stop? Why can't people make it on their own?
