On the soil of several plant containers there's a white color.
Is this a fungus or something else?
Is it harmful?

I answered this recently. It is a harmless mold that is breaking down the compost in the soil. Leave it. On the other hand, old pots that develop white crusty rings around their edges should be emptied and pots scrubbed clean. Plants should then be repotted in fresh soil. That is mineral deposit build up from water and will damage plants.
