No flowers on my rose bush

I bought a dwarf rose “plant” that did well. Lots of flowers every year. I decided to buy another one. Instead of staying tiny, it grew to @3 feet tall. Tall and skinny. It’s years now and I’ve never had a flower. I’ve gotten tons of advice. Soil, fertilizer, not enough sun etc. It’s planted next to the little one that blooms every year so how can it be any of those issues? I’m confused and frustrated.

A lot of nitrogen can prompt rich foliage to the detriment of sprouts, while an absence of phosphorus can repress bud improvement. Arrangement: Utilize a fair manure or one explicitly intended for roses, guaranteeing it has a proper measure of phosphorus to empower sprouting.
