I believe my Pine Tree is dying

We have a drought this summer in Texas aside from a record heat throughout the season.

I don't know if it was poisoned?

I hate calling an Arbonist because majority of them owns a Tree Service Company. Even if the tree is savable, they'll say it has to be cut for them to make money.

Here's a picture of my tree. I contacted the HOA about this.

Is this tree dead or in dormant?

I believe the needles are 70% brown and 30% green needles

I'd hold off calling the tree company for now.
Hard to tell from that pic, but looks like it's dormant to me.

We had a few pine trees that had dead needles at the tops. About 2 months ago I started the water hose running very slowly at the base of the tree for at least 24 hours for each tree. I figured it would take allot of water to reach the top of the tree. I'm just starting a second round of watering them a second time. I don't know if all of them will live but at least most of the treetops haven't developed more brown needles.

OP here. There are tiny holes around the trunk of the tree. A neighbor pointed me it was invaded by mountain pine beetles
