Ok. I have three orange phlox and many many other colors as they are my favorite. Most are in full Sun. I have three orange ones and none of them will bloom or even produce flowers. They come up every year. They multiply every year, and look extremely healthy. Why can’t I get just the orange ones to produce?

Phlox incline toward bright circumstances. On the off chance that they are not established in full sun and not blossoming, uncover them and move them to a sunnier spot in your nursery. Assuming they have become leggy, cut back on your compost regiment.
