This year my 4 potted hibiscus plants stopped producing buds and are instead producing seed pods...nothing has changed from previous years as far as care. Why seed pods now instead of buds?

Well, there can be no seedpods without it flowering first. So it had to have flowered. The pod starts to grow just under the flower then the flower dies and falls off leaving the seedpod to grow.
Are you feeding it fertilizer high in nitrogen? That causes a plant to grow its leaves more than its flowers. I would switch to a blooming fertilizer and even clip the seedpods off so the plant invests its energy in producing more flowers.
