a friend has a neighbor that planted these trees next to the fence they share. What is it? I know the phots are very blurry but that's all she sent....

Looks like a Liquidambar (“sweetgum”) of a fastigiate (upright) variety.

Yes, rteets, that is indeed a fastigiate variety of Liquidambar styraciflua, the native Sweetgum of eastern North America.

The variety name is 'Slender Silhouette'. It is exceeding easy to graft/bud/root, and grows rapidly in this narrow columnar fashion. If you are observant, you will soon begin to see that they are being planted EVERYWHERE.
