What is this?

They are all over my sickly plum tree their heads are embedded in the leaves and a lot of them seem to be just an empty shell.

These are pupae (and empty pupal cases after the adult has emerged) of a lady beetle - 'good guys.'

I'm glad it's a good beatle does it have a particular name I wasn't finding it online anywhere not with that design on it's back and with pinchers

It most likely is Harmonia axyridis, the multi-colored Asian lady beetle. It does not have pincers as such, what you are seeing are the crumpled remnants of its last larval 'skin' next to its attachment to the leaf surface via a structure called the cremaster.
