Should I repot a rootbound 6\' Larch tree now or wait till dormant?

Greenville, SC

My Larch Tree isn't doing well. It's about 6 feet. Always live outdoors in large pot. However, it's Rootbound, and didn't put out new needles, doesn't appear healthy.
Should I:
- Repot now (zone 7)?
- Leave in pot, fertilize, and repot when dormant?
