I see this occasionally in my yard and is seen since as long as I have a camera, 15 yrs. Looking to know which insect this is.

It's a wasp in the family Ichneumonidae. There are all parasitic on other arthropods, mainly other insects. Well over 1000 species of these have been recorded from India; see http://indpaedia.com/ind/index.php/Hymenoptera_Ichneumonidae:_India
