Hmmm. couple of things come to mind. Theory 1: Is it mushy? Looks dry but mushy in the picture which leads me to wonder if it's fungal. Theory 2: Are those blue specs fertilizer? I know these plants like moist soil. Artificial fertilizers can contain salts that can build up in the container and will need a good flush every now and then. I'd start by watering it deeply and keep an eye on it. Unfortunately, If it continues to rot you may need to discard the bulbs as to not infect others.
I love landscaping ideas. As long as your consistently watering it, you should be fine.
