Watering tomatoes in a raised bed

I have moved into a retirement community and one of the amenities is that I have been assigned a 4' x 4' raised bed planter. I want to grow tomatoes. I've heard that watering the root is a good way to have tomato plants thrive. I am burying plastic gallon water containers with a tiny hole in the bottom to provide water at a depth of 12 inches to each plant. The neck of the container is above ground so I can fill it. How often should I supply a gallon of water to each plant?

I would take one of those extra long marshmallow toasting sticks and mark it at 1" above the pointy end. Then you can just put the stick into the water container to see what the level of water is and fill it if its at the 1" or below mark.
