Quite miserly with the imagery...

Out in the Puget Sound area, I suspect that could be an Edgeworthia chrysantha getting ready to bloom.

I love this shrub. The name is EDGEWORTHIA and sometimes called Japanese Paper plant. They will open to a cluster of tiny yellow blossoms that are very fragrant. I have 5 of them and they are so delightful in February as the fragrance floats throughout the whole garden.
