What might it be?
Winged Insect
It;s a froghopper (family Cercopidae). They also are known as spittlebugs, as their nymphs secrete a foamy substance that serves to protect them while they feed on their host plant - see https://www.southcarolinapublicradio.org/sites/wltr/files/styles/medium/public/201708/SpittlebugNymph.jpg for an image.
Thank you. Yes I've seen the spittle in the US.
