Hello folks, not sure if it's too late to save this Japanese Willow shrub but i need help identifying what's causing it to die. 2nd photo is a healthy branch; 3rd photo a diseased branch. I thought it might be white powder but i don't think so. The bark looks like it has scale building up. What is it and how to treat? Thanks for any help
