CLOSED: Bird Needs ID

First time I’ve seen this bird in my yard. Couldn’t get any closer for fear it might fly away. Kindly ID.

Looks blue? If so a scrub jay? Except for what looks like a band of black on the neck? Or is it carrying something? Second picture makes me think its smaller than the scrub jays we have here.

Cant see from afar. It made a sound, I looked and I snapped the pic before it flew away.
