Plumeria seedlings with APHID😡 HELP!

Hi, I have about 40 seedlings, about5-6 weeks old. All have at least 3-4 adult leaves. I found aphid under one of theIr leaves! Not happy at all! Are they old enough to handle Neem spray?

I haven’t tested one yet, thought I’d ask first!
