I'm unsure of what type of hawk this might be. It was filmed along the coast of British Columbia. I'm leaning towards thinking it is a young Cooper's Hawk. Any help is much appreciated!

Also, if anyone has insight into the call it is doing. It was being repeatedly harassed and chased by a Steller's Jay. Is this a call of distress?

CLOSED: Hawk in British Columbia
Sharp-shinned Hawk. The Cooper's Hawk has a narrower, more pointed tail.

Thank you Cville! I had received the same answer from quite a few others - so I already updated the title and description of the video. I really appreciate the information. Have a great day!
