Some kind of cocoon? Maybe spider web but doesn't look right. There is probably a small caterpillar (or spider) getting ready to seal this for a long nap (and eats?)

I had thought maybe a really big slug crawled on top of it but when I touched it yesterday it broke apart it was very brittle.
