Beetles on roses

My rosebush is covered with these lovely (ugh, NOT!) beetles. Haven't seen them before but I'm assuming they aren't good bugs to have. Any ideas? If it makes a difference, I'm located in Sacramento, Northern California.

I guess we have lost Flapdoodle, sad for us. Beetles are bad. Get a rose systemic soon.
