Are my coconut trees dead?

My husband bought me a couple of baby coconut trees which got attacked by a family of puppies before I could plant them (apparently dogs like to chew on coconut . . . Who knew?). Planted them and they were putting up leaves, but then they got chewed off, not once, but TWICE by our neighborhood goats before I could block the gaps in the fence. Now they both have about 8-10 inches of stem above ground that is green and has been green for over a couple of months, but no signs of growth. I've never grown coconut before. Are they dead? I assumed if they we're dead they would have turned brown by now. They're mulched and are getting regular water. What should I do? Thanks!
