warty growths on plum spurs/twigs

Cottage Grove, OR(Zone 8a)

Tiny wart-like growths on short twigs/spurs of 'Beauty' oriental fruiting plum tree. Haven't been able to find matching pictures online to diagnose it. Picture taken yesterday (9/27/18). Anybody have a clue what might be causing this?

University Extension Service says it is just poor growth due to lack of fertilizer & water.

This might be due to the lack of sufficient moisture in soil due to improper or no fertilization done in the field. To solve this, remove infected twigs and branches from trees and shrubs and make sure that your plants are not lacking moisture and important nutrients. In case you are not able to find the solution for these types of problems, hire Contender’s tree and lawn care specialists to take care of your lawn.
