Tiny wart-like growths on short twigs/spurs of 'Beauty' oriental fruiting plum tree. Haven't been able to find matching pictures online to diagnose it. Picture taken yesterday (9/27/18). Anybody have a clue what might be causing this?

University Extension Service says it is just poor growth due to lack of fertilizer & water.

This might be due to the lack of sufficient moisture in soil due to improper or no fertilization done in the field.
