I have several white oak trees that frequently drop branches. The dropped wood is mostly rotten and often has fungi growing on it. It is easy to crumble. Will this easily decompose in the compost pile?

Rotted trees are called nurse trees in the forest. They decompose and feed other plants.

I spread over my veggie garden, well rotted, diluted horse manure. Is this acceptable for all parts of the veggie garden and flower section?
