I inherited this baby. Is this damage from too much water, sun? And should it be cut off at the base

This Phalaenopsis leaf is burned. Phal leaves have a high water content thus are extra sensitive to heat and direct sun. If you touch a leaf and it is warm it is in too much light/heat. You can leave the leaf which will eventually die or cut it off at an angle below the damage. If there is healthy leaf tissue below the burn leave that. These orchids like a high level of indirect light or direct morning light.
