The photo was taken at the University of Santa Cruz Arboretum and Botanic Garden in Santa Cruz, California. Ferd Bergholz of Scotts Valley, California took the photo. Look thru the Anna's Hummingbird photos to see his white Anna photos. Here is one.

Is that an albino?
It was called leucistic.
Per Wilepedia
"Leucism (/ˈljuːkɪzəm/; or /ˈluːsɪzəm/) is a condition in which there is partial loss of pigmentation in an animal resulting in white, pale, or patchy coloration of the skin, hair, feathers, scales or cuticle, but not the eyes. Unlike albinism, it is caused by a reduction in multiple types of pigment, not just melanin."
It is very rare.
Interesting, but sorry to bother you about it. If I had noticed the writing below the image the the first time I looked at it I wouldn't have asked.
