I've been seeing these on my spice bush :( First I tried pulling off infested leaves, then tried neem oil and bug-killing by hand, but they always come back :( Where they are, the leaf looks all blackened and dying.
The plant is on my balcony, so not much of an ecosystem around to eat them. Any advice?

Hello there it looks as though you may have aphids and resulting black sooty mold but a bit hard to make out from the pictures. you could try 1 part dish soap to 10 parts water and apply liberally
