A friend posted this on Facebook. It was on her garage, her husband said it was a lot larger than a dove or pigeon. I know there are some types of fancy pigeons that are pretty large. Any opinions?

Yep, a breed of fancy pigeon - as you say, some of them are distinctly larger than wild Rock Doves.

With the tiny beak and big eyes, as wel las ruffed neck, I would suggest looking into white colored "owl pigeon" types. These are rock doves bred to look a very specific way. They are also called "old German" owl pigeons.
