Five year old peony that only produces one bud/flower a year.

I have two peonies, that only produce one flower every year. The plants have grown to 4 feet tall, they are tall and thin plants.

Is there a way to get these plants to produce more flowers, in a season?

I would read some of the posts here. I think they need fed fairly heavily in early spring, but I'm a beginner
