My rose leaves curl up like this [photo], could someone help telling me what disease it has? Also, the lower branches have powderly mildew and rust (a lot of rust), I have to regularly spray Espoma Earth-Tone 3-In-1 to control, but if I stop they come back very quickly. Thank you.
