Loquat/Chinese plum tree dying

Hello,

I'm having an issue with two loquats/chinese plums dying and a fig but the fig I think is unrelated so I'll give it a separate post. The trees have healthy sections and then dead sections, I've started cutting the dead parts out but its very hard to reach them in some areas. I'm also not sure what is causing the deaths. Looking online just now my best guess is fire blight, but I wanted some opinions.

Here's another photo, shows something akin to a web but no spider. I noticed alot of this in the fig, and a few bushes that are near one of the two loquats. This one is in the loquat now, not sure if it is at all related to the dying. I haven't seen any of this in the other loquat thats dying.
