Hollyhocks disease or insects

Will this infestation over winter,or should I just pull the plants out. Just planted seeds this year so they haven't bloomed yet

This is rust and you will not be able to avoid it in our area. Anything related to hollyhock such as malva will get it too. You can still grow hollyhocks but the plant will get worse and worse as the season progresses. Usually mid bloom I had to hack them down and since stopped growing hollyhock. As the years went by, I couldn't even get them going anymore.
One year, I did spray with mancozeb and it worked. There was a "fashion" on the Garden Web threads years ago to use mancozeb on roses. It was three treatments so many days apart. I tried it on the hollyhock while I was at it. Not only did I not get rust that year but I didn't get the hollyhock-loving weevils either. But I'm not into spraying so I didn't keep it up.
