Lycoris radiata

Jackson, MO(Zone 6b)

I was given a Lycoris radiata by a fellow dave's gardener. I knew it was a gamble to grow in my zone 6b. I have researched several websites. Some of them say zone 6, zone 6b and zone 7 for the coldest region to grow this pretty red flowering bulb.
I planted this bulb in terrible soil but next to the south side of the house for winter protection. The second year after planting it bloomed. Now, five years or more later, it hasn't bloomed but the one time. It grows leaves each year, but no blooms.
Right now it has leaves. I am wondering if I should move it to a better location. Or, maybe I should dig it up and put better soil in the "hole" it was planted in (although the rest of the garden area is poor soil. It's basically subsoil thanks to the builders).
At any rate, I am ready to do something: Move it or Re-plant in the same location due to winter protection.
What do you recommend? Move or Improve the soil and re-plant.
When should this be done?
I have the Lycoris squamigera blooming right now. It's quite happy.
