I never was able to pick all my shallots & celery. Now the celery is 4 feet tall. Can I prune it down & will new stalks grow?
The shallots bunched together. Can I separate them & replant them?

Yes, I do believe you can separate and the shallots, but I have read that it is best to use the largest for planting. Use the littlest ones in the kitchen.
The celery looks like it will be going to seed soon. So, don't think I would bother. You could use some of the leaves for seasoning casseroles and soups if it isn't too bitter.
Guess what. I did not take my own advice about the celery. Let mine grow seed stalks with flowers and all. Then, I went to pull it out and low and behold....it was growing new leaves and stalks in the center. So, I cut off the old bloom stalks and we will see. I wonder if celery is perennial. Or maybe biannual??
It will be fun to see if you vcan have fresh celery for Thanksgiving! I guess this mild fall weather is what celery likes.
