Can anyone tell me the name of this bush...our neighbors almost 20' long and 8-10' high...growing in Melbourne fl.

That would be my guess too.
There must be more than one type of copper leaf then...I have one but it looks like the pic you posted Dave...this one doesn't...I think that's what we'll call it though! ;-)
There are many types of copperleaf. It's great in South Florida and adds texture and color to the garden. Copperleaf is also kin to the plant with fluffy little worm like blooms.
Was it subjected to cold temperatures? I don't know a lot about palms, but the spots could be burn from cold or sometimes not enough water can cause it. Maybe it just wants to go outside to more humidity when it warms up, that would be my first thought.
