Northern Flicker

I took this first photo awhile back, and recently noticed something which arouses my curiosity. I'd heard long ago that woodpeckers have a "coiled" tongue which they use to slurp up insects. Is that what I see in this first photo? The second photo looks kind of like a juvie Flicker. Was about to back out of my driveway, when I noticed him on our fence, and took a quick cell-phone shot. Thanks, as always, for your help.

The second photo is not a woodpecker, but European Starling.

Thanks for the info. Flicker families gather on our lawn, just after running the sprinklers, and I often take photos of them as they interact. I've watched them feeding their young, had never seen them display their tongues so blatantly. Glad to have captured photographic proof!
