Very large hawk, unusual leg markings

Sorry no picture, but I was lucky to see the bird through 10x binoculars for maybe 5 seconds. This huge dark colored hawk perched a-top a locust tree looked to be almost 3x size of the nearby crows! The wide eagle like feathered all the way legs I got a really good look at. They were a bright white with relatively few incomplete bars across it. Completely straight bars, no waves, and pure black. Haven't been able to match it with any large bird. The closest was the Gyr falcon. Not the red tail or shouldered hawk, not the rough legged hawk. Went through every hawk internet picture and 8 books on North American birds. Hope someone has an idea here, otherwise I'll have to find a book just on hawks.

Without the leg markings,and based on the dark color and huge size I now would ID it as a golden eagle.
