Adding small beads to tile and glass mosaic

I am making a tile and stained glass mosaic. Some of the tiles pieces are 3/8" thick. I want to put some 4mm beads between the tiles. What should I use under the beads to bring them up to the level of the top of the tiles? This is my first mosaic.
